Assistance For Cleaner Production / Waste Treatment Projects Implementation

The Scheme provides assistance to Small and Medium Enterprises (SMEs) to undertake cleaner production (CP) audit, energy efficiency audit or consultancy for waste treatment and project implementation.

It aims at assisting existing SMEs to implement projects to reduce waste generation or improve energy efficiency in their production processes; or implement waste treatment projects to comply with environmental requirement. These will involve:

# technical feasibility study or audit;

# project implementation.

The cost of cleaner production or energy efficiency audit and consultancy for waste treatment are to be financed by partially by the Grant for Business Planning and Development (ITAF 1) and soft loan under Soft Loan for SMEs (SLSME) by project implementation.

Qualifying Criteria

i. Companies incorporated under the Companies Act, 1965;

ii. Manufacturing companies or companies providing manufacturing related services ** with an annual sales turnover of not exceeding RM25 million and with full-time employees of not exceeding 150;

iii. At least 60% of company's equity held by Malaysian; and

iv. Factory location approved by local authority.

Objectives

The Scheme provides:

i) Grants to assist SMEs to carry out CP audit, energy efficiency audit, sampling and testing; and consultancy, sampling and testing of waste; and

ii) Soft loan in implementing cleaner production / energy efficiency projects and waste treatment projects.

Form of Assistance

i) Grant for Preliminary CP Audit, CP Audit, Energy Efficiency Audit, Sampling, Analysis and Testing:
The maximum grant allocated is RM15, 000 per company. Assistance is given in the form of a matching grant where 50% of approved cost is borne by the Government and the remainder by the applicant.

ii) Grant for Waste Treatment Study, Sampling, Analysis and Testing:
The maximum grant allocated is RM12, 500 per company. Assistance is given in the form of a matching grant where 50% of approved cost is borne by the Government and the remainder by the applicant.

iii) Soft Loan:
A company shall eligible to a maximum soft loan of up-to RM2.5 million under SLSME which is implemented by MIDF for:

# Cost of designing a CP / waste treatment project, supervision of construction, installation and performance monitoring of installed system;

# Cost of construction, installation, implementation of the designed system and related training;

# Cost of system components, materials for modifications of existing production line and / or cost of purchase of an entirely new production line, equipment or treatment plant.

Priority

Priority will be given to SMEs which:

# manufacture products or involved in activities or services promoted under the Promotion of Investment Act (PIA);

# participate in the Industrial Linkage Programme (ILP).

** Manufacturing related services:

* Engineering support services such as calibration, electroplating, machining, heat treatment, metal casting, metal forging;

* Specialized services such as warehousing, bulk breaking, international procurement center, haulage;

* Maintenance and repair of factory machinery and equipment;

* Software development such as CAD, CAM, CAE, ERP, CIM, SCM, CRM;

* Automation of production line;

* Design houses; and

* Packaging services.
