SME Development Programmes

Ms Ursla Unnie Thomas Salang, the State Director of Small and Medium Enterprise Corporation Malaysia (SME Corp. Malaysia) Sarawak Branch was presenting a paper on “Developing Competitiveness SMEs Through Integrated Programmes” at Sarawak Domestic Investment Seminar jointly organized by The Malaysian Investment Development Authority (MIDA), SME Corp Malaysia (SME CORP) and Ministry Industrial Development Sarawak (MID) on 28 July 2011 at Pullman Hotel, Kuching.

Development Programmes for SMEs are focused on the development of SMEs as the engine of growth & innovation, including five categories as follow:

Monitor & Measure: SCORE & M-CORE; Impact Study Program; Macro Performance.

Financing: Soft Loan for SMEs; Bridging Financing.

Technology & Marketing: 1-InnoCERT; National Mark; Industrial Chain.

Capacity Building: Skill Upgrading; Business Accelerator Programme (BAP);
Enrichment & Enhancement (E²); SMEs Internship & Apprentice; SME Entrepreneur Centre
in IPTA; Bumiputera Enterprise Enhancement Programme; Awards & Recognition.

Advisory: One Referral Centre (ORC); Business Coaches & Counselors; SME
Expert Advisory Panel (SEAP).

(1) SME Competitiveness Rating for Enhancement (SCORE)
SCORE is Diagnostic tool used to rate & enhance competitiveness of SMEs based on their performance & capabilities.

Objectives: (a) Identifies strengths and areas for improvement at firm level, to enable the right assistance to be provided;

(b) Facilitates linkage of potential SMEs with large companies / MNCs;

(c) Link export-ready companies to MATRADE.

SCORE Parameters: The capability & performance are measured based on 7 parameters that vary across sectors.

Example of SCORE Parameters for Manufacturing & Manufacturing Related Services (MRS) are (1) Business Performance; (2) Financial Capability; (3) Technical Capability; (4) Production Capacity; (5) Innovation; (6) Quality System; (7) Management Capability.

(2) Business Accelerator Programme (BAP)
This programme enables SMEs to be assisted through an integrated approach with guidance, including strengthening their core business, building capacity and capability, and facilitating access to financing. Applicants will receive business and technical advisory services, aimed at enhancing their business potential.
Sectors Coverage:
- Manufacturing and Manufacturing Related Services
- Services
- Agriculture (Agro-based Products)
Eligibility Criteria of BAP
- SMEs incorporated under the Companies Act 1965
- At least 60% Malaysian equity
- Valid business / premises license
- At least 6 months in operation
- Must undergo SCORE assessment

(3) Enrichment and Enhancement Programme (E²)
This programme enables Micro Enterprises (MEs) to be assisted through an integrated approach with guidance, including strengthening their core business, building capacity and capability, and facilitating access to financing. Applicants will receive business and technical advisory services, aimed at enhancing their business potential.

- Manufacturing and Manufacturing Related Services
- Services
- Agriculture (Agro-based Products)
Eligibility Criteria of E²
- MEs incorporated under Registration of Business Act 1956
- Fulfill the definition of Micro Enterprises (MEs)
- At least 6 months in operation
- Valid business license / premise
- Must undergo M-CORE assessment

(Micro Enterprise Competitiveness Rating for Enhancement (M-CORE) Programme is a diagnostic tool used to rate and enhance competitiveness of MEs based on their performance and capabilities.)

(4) SME Expert Advisory Panel (SEAP)
SEAP is 3-Phase Programme that provides on-site assistance & transferring technology as well as technical know-how to SMEs by industry experts.

Objective: Undertake diagnostic audit on SMEs to identify weaknesses & strengths for them to undertake remedial measures to enhance their capabilities

Benefits: SMEs are able to receive advice & guidance from industry experts. The essence of the remedial measures is to improve business practices, production and productivity.

(5) Innovation Certification for Enterprise Rating & Transformation Programme (1-InnoCERT)

1-InnoCERT is a programme to recognise & certify innovative enterprises & SMEs

Objective: To foster & support innovative SMEs &enterprises to be globally
innovative & competitive players.

Benefits: (a) Eligible to participate in the Annual SMEs Innovation Award;

(b) Facilitated access to financial incentives and wider market;

(c) Eligible for business coaching.

(6) The National Mark of Malaysian Brand
The National Mark of Malaysian Brand is the Mark of Quality, Excellence and Distinction of local companies.

Objectives: (a) Increase awareness & importance of branding;

(b) Create & build a strong brand presence towards customer recognition;

(c) Increase global & regional market penetration.

Benefits: (a) Priority lane for MATRADE’s Brand Promotion Grant;

(b) Access to MATRADE’s local & international trade promotion and
A&P activities (advertising & promotion (A&P));

(c) Special access to MICCI-SME Corp. mentoring programmes;

(d) Invitation to specific training by SME Corp. & its partners.

(7) Skills Upgrading Programme
Skills Upgrading Program provides short-term courses under 41 training centres
appointed by SME Corporation Malaysia.

Objective: To enhance skills & capabilities of SMEs in hard & soft skills

Benefits: To enhance the skills of the workforce in order to increase the efficiency,
productivity, professionalism & capacities of SME.


(8) SMIDEX – SME Innovation Showcase
SMIDEX Showcase is an Annual event for SMEs to exhibit their products & services,
for large skills companies (MNCs) to seek potential suppliers among SMEs.

Objectives: (a) Exhibit products and services of Malaysian Companies & As
venue for outsourcing exchange;

(b) Discover new market opportunities & technology through meetings with potential customers and suppliers;

(c) Forge closer linkages and networking between SMEs & large
companies as well as MNCs;

(d) Exchange & sharing of experiences & know how on best
business practices & strategies

Benefits: (a) Business Matching Opportunity;
(b) Exhibition;
(c) Product Presentation;
(d) Business Networking Sessions.

(9) One Referral Centre
SME Corp Malaysia One Referral Centre is a Central Coordinating Agency as follow:
(a) Centre on advisory and information;
(b) Channel for feedback on SMEs issue;
(c) Disseminate information on Government funds and incentives for SMEs;
(d) Liaison for domestic and international communities on SME matter

One Referral Centre is focal meeting point for SMEs to obtain information. Acting as the Central Coordinating Agency, one of SME Corporation Malaysia’s function is as a centre on advisory and information, which are to provide and disseminate relevant and updated information to the SMEs, as well as a channel for feedback on SMEs issue.
The services available in ORC are:

(a) Business Advisory Services (BAS) on business matters by qualified and knowledgeable Business Counselors, Business Coaches as well as industry experts under the SME Expert Advisory Panel (SEAP).

(b) ORC Link - Advisory Services by representative from relevant Ministries, Agencies, Banks, Development Financial Institutions (DFIs) and Associations on a pre-set schedule at the ORC.

(c) Info Centre – SMEs can contact us via our Infoline (1-300-88-1801) or email us via info e-mail ; info@smecorp.gov.my

(d) Resource Centre - SMEs can also utilize the Resource Centre for information on latest and various books, articles, magazines, reports and news on SMEs.

(e) Pocket Talks are also being organized weekly to smaller interested groups covering topics such as starting a business, marketing and sales, available technologies, etc. One to one session with the speakers can be arranged after the talks.

(f) SME Product Gallery - SMEs can also visit and kept abreast the various products by SMEs as well as to inquire and register interest to display their own products at the gallery.

(g) Virtual ORC - Information provided via SME Info Portal www.smeinfo.com.my and SME Corp. corporate website www.smecorp.gov.my

(10) ORC: Virtual SME Info Centre
The SMEinfo is a One Stop Information portal for Small and Medium Enterprises (SMEs). It provides information on all aspects of SME Development including Financing, Advisory Services, Training Programmes, Business and Networking opportunities as well as other SMEs Developmental Programmes/initiatives by the Government and the Private Sectors.
SME Corp. Malaysia is the Secretariat to the National SME Development Council (NSDC).
In this capacity, SME Corp Malaysia :
• Oversees the coordination of overall SME development efforts across all Ministries and Agencies;
• Formulates policies and strategies for better coordination and efficient implementation of SME development initiatives;
• Coordinates SME statistics and publications; and
• Formulates and implements overall SME financing policy to enhance access to financing across all economic sectors.
